Google Ads does not buy attention — it buys the moment someone types what they need. A campaign without negatives is not cheaper — it is more expensive somewhere nobody looks. That is why the first question is not how many clicks, but what should happen after the click.
What happens between the query and the enquiry
A search campaign is five moments where the budget is either spent well or spent for no reason. Each of them below: what happens, what we do at that point, and what we check in the account afterwards.

The query
Someone types a phrase into Google. One wants to buy today, another is comparing prices, a third is looking for a job or a repair guide. Until the campaign separates intent, they all hit the same ad and they all cost the same.
We split keywords by intent: the ones people buy after, apart from the ones people only read after. From the search terms report we keep a running negative list, so words like “free”, “jobs” or “DIY” stop drawing on the budget.

The auction
Every impression is auctioned, and it is not simply won by whoever bids more. Google also scores how relevant the ad and its landing page are. A poor match means you pay more than a competitor for the same position.
We match the bidding strategy to the goal the campaign is judged on, and we keep the keyword, the headline and the landing page talking about one thing. That is the only route to a cheaper click that does not mean bidding less.
Keyword quality score, and impression share lost — separately to budget and to rank. The first says the money ran out, the second says the relevance did.

The ad
The results page stacks several near-identical listings next to each other. If yours says nothing the others do not, the choice is arbitrary — and the click costs the same as a considered one.
We write headlines around what actually separates the offer: coverage, lead time, scope of work. We add assets — location, phone, sitelinks — because they take up more room in the results than the ad text alone.
Click-through rate and cost per click, compared between variants inside the same ad group rather than against industry averages.

The landing page
The click is paid for before the page loads. If it lands on the homepage, the visitor has to find the advertised service themselves — and some of them simply go back to the search results.
We point every ad group at a page about that one service, with one action to take. If no such page exists, we say so before the campaign goes live, not after the first month of spend.
Conversion rate and the share of sessions that end without any interaction, read per ad group — the account average hides the differences between them.

The enquiry
An account without measurement settles up in clicks. A click can be cheap or expensive, but it does not tell you whether the phone rang, or whether the caller was someone you can sell to.
We set up tracking for calls, forms and transactions, and feed the recorded enquiries back into the account as the bidding target. From then on the system looks for enquiries, not for traffic.
Cost per enquiry and the number of enquiries broken down by campaign and keyword — those two numbers decide what we switch off next month.
